Porvoo Group: egységes európai azonosító bevezetése szükséges
A határokon átnyúló, PKI-n (Public Key Infrastructure) alapuló azonosítási megoldások elterjesztésére (2002-ben) létrejött finn koordinációjú Porvoo Group május végén már 15. konferenciáját tartotta, ezúttal Bécsben. A rendezvényre számos európai ország mellett az Egyesült Államokból és Japánból is érkeztek szakemberek, akik többek között az identitásmenedzsment, az állampolgári nyilvántartások, az interoperábilis elektronikus aláírás, valamint a pán-európai e-közbeszerzési rendszer témaköreit vitatták meg. A konferencián több ország bemutatott elektronikus azonosítási eljárásokat, illetve ismertetésre került a nemzeti azonosítók egységes felismerését biztosítani hivatott STORK pilot projekt is.

Határokon átívelő elektronikus közbeszerzés: esély a cégeknek
Az Európai Bizottság – különösen a kis- és közepes vállalkozások segítése érdekében – igyekszik egyszerűbbé tenni a közszférával történő üzletkötést, illetve a részvételt a közbeszerzési pályázatokban, a tagországok határain túl is. A lépés egy újabb fontos állomás az Egységes Európai Piactér (Single European Market) megteremtése felé. A cél elérése érdekében a Bizottság egy nyolc országra (Ausztria, Dánia, Finnország, Franciaország, Németország, Olaszország, Norvégia és - nem utolsó sorban - Magyarország) kiterjedő pilotot indít, amelyben a meglévő közbeszerzési rendszereket kapcsolják majd össze. A megoldás az említett előnyökön kívül csökkentheti az adminisztrációs és tranzakciós költségeket is, de leginkább lehetővé teszi a cégek számára az egyik legnagyobb vásárló, a közszféra külföldi piacaihoz való hozzáférést.

A skót közszféra által használt elektronikus közbeszerzési platform, az ePS a 2008-as év
során mintegy 3,11 milliárd euró értékű tranzakciót bonyolított le. Ez a szám 45 százalékos
emelkedést jelent az előző év 1,96 milliárdos forgalmához képest. Az ország
pénzügyminisztere a világ egyik legsikeresebb alkalmazásának nevezte a 2002-ben indult
ePS-t, amelyhez több mint 100 szervezet csatlakozott már a közszférából (legutóbb a Skót
Parlament), és amely mintegy 70 000 regisztrált beszállítóval rendelkezik.

Román fejlesztések
Május óta a bukaresti és az Ilfov megyei kis- és középvállalatok elektronikusan is
benyújthatják a társadalombiztosítással és a munkanélküli járadékkal kapcsolatos
dokumentációikat. Az eddig csak a nagy cégek számára elérhető szolgáltatást most első
lépésben regionálisan valamennyi vállalkozásra kiterjesztették. Közben az elektronikus
közszolgáltatásokért felelős hivatal, az ASSI bejelentette, hogy az elektronikus közbeszerzés
bevezetése óta mintegy 730 ember számára tartott képzést, hogy gördülékenyebbé tegye a
rendszer használatát. A képzettek között fele-fele arányban találhatók hatóságok és cégek
képviselői. Szintén Romániához kapcsolódó hír, hogy az országban - az EU szolgáltatási irányelvével összhangban - idén november végére hoznak létre egységes hozzáférési
pontokat.

A weboldalt a Kormányzati Kereskedelmi Hivatalhoz (OGC) tartozó Kormányzati
Közbeszerzési Szolgálat (GPS) hozta létre. A webkikötő elsősorban a közbeszerzésben
dolgozók szakmai fejlődését hivatott elősegíteni, a szakanyagok szolgáltatása mellett

Nincs többé támogatás
Az osztrák iskolák nem kapnak többé támogatást dobozos szoftverek beszerzésére. Ráadásul az Oktatási Minisztérium nem csak az eddigi megoldások előtt zárta be a kaput, hanem pénzügyileg támogatja az OSS-migrációt: minden olyan számítógép után, amelyre OpenOffice kerül, 10 eurót kap az adott iskola. Hasonló konstrukciót képzelnek el az operációs rendszerek cseréjének esetében is, de ez körülbelül 2012-ben lesz aktuális.
Nemrégiben jelent meg a speciálisan osztrák GNU/linux disztribúció harmadik változata. A szoftvercsomag kormánytámogatással készül, és - mint ahogy a neve (desktop4education) is mutatja - elsődleges célja az iskolai számítógépek támogatása. Az operációs rendszer alapja az openSuse 11.1-es verziója. Az operációs rendszert természetesen számos alkalmazással bővítik, irodai csomagtól kezdve a legfejlettebb tartalommenedzselő alkalmazásokig.

Szabad az út
Hatalmas lépést tett Magyarország a nyílt forráskódú szoftverek terjedése terén. 2009 április elejétől az állami és az oktatási szféra közbeszerzéseiben ugyanakkora, 12 milliárd forintos keretösszeg szerepel a nyílt forráskódú szoftverekre vonatkozóan, mint a Microsoft- és a Novell-termékekkel kapcsolatban. A támogatási keretösszeg a licencekre vonatkozik, az átképzések költségeit az intézményeknek kell állniuk. A nyílt forráskódú szoftverek nem csak a közbeszerzésben jelentek meg, újra elindul az OSS kompetenciaközpont is, egy új gondolkodásmód kezdődött el. 2009 az OSS éve lehet Magyarországon. Működési hatékonyság - Anglia
2008. júliusában indult az angol Pénzügyminisztérium programja, amelynek célja, hogy feltárja a közszektor szervezeteinek hatékonyabb működésében rejlő lehetőségeket. A következő átfogó témákat vizsgálták: • háttérirodai műveletek és informatika, • együttműködő (közös) beszerzés, • vagyontárgyakkal való gazdálkodás (vagyis privatizáció), • ingatlankezelés, • helyi ösztönző intézkedések és részvétel („helyi”: az egyes szervezetek és az ügyfelekkel foglalkozó dolgozóik. A most megjelent jelentés a legfontosabb eredményeket az alábbiakban foglalja össze: I. konzisztens, összevethető adatok A szervezeteknek megbízható, összehasonlítható adatokra van szükségük, hogy teljesítményüket össze tudják mérni másokéval, és így nyilvánvaló legyen, hogy szolgáltatásaik megfelelő értéket képviselnek. Támaszkodni kell a köz- és magánszektor példamutató gyakorlati megoldásaira. II. ösztönzők A közszektor hatékony ösztönzési és büntetési rendszerrel kell, hogy rendelkezzen ahhoz, hogy minden szervezet és egyén maximális mértékben járuljon hozzá a hatékonysági célokhoz. III. strukturális elemek és eszközök Megfelelő strukturális elemek (például közös szolgáltató központok) és eszközök (például az együttes beszerzési ügyletekhez szükséges szoftverek) szükségesek a kívánt megtakarítások eléréséhez. IV. számonkérés és teljesítménymenedzsment A szervezeteknek rugalmasan kell működniük, hogy a megtakarítások eléréséhez szükséges, számukra legmegfelelőbb módszereket kiválaszthassák. Senki sem térhet ki a feladat elől: fontos, hogy létezzen egy megbízható számonkérési rendszer. Ehhez arra van szükség, hogy összehasonlítható adatok álljanak rendelkezésre, mert így megbízhatóan azonosíthatóak a nem megfelelő hatékonysággal működő szervezetek. Nehezen halad előre az informatikai közbeszerzések igazítása a fenntartható fejlődés céljaihoz – Anglia
2005-ben tűzte ki a kormányzat azt a célt, hogy Anglia 2009-re az Európai Unió egyik vezető országa legyen a fenntartható fejlődés elveit tükröző közbeszerzés terén. A célok megvalósítása az infokommunikáció (IKT) területén nehézkesen halad. A legtöbb minisztérium tevékenysége (ezen a téren) nincs összhangban a környezeti szabványokkal. Csak korlátozott haladást értek el a környezetvédelmi megfontolások közbeszerzési folyamatokba történő beépítésében, valamint a megfelelő szakmai ismeretek és ösztönzők kialakításában. Az elszalasztott lehetőségek nagyságát jelzi a tény, hogy a megvalósítás alatt lévő összkormányzati keretrendszer révén a technológia által generált energiafogyasztásban szoftverek segítségével évente akár 10,2 milliárd fontot lehetne megtakarítani az energiaköltségeken és 55 700 tonnával lehetne csökkenteni a széndioxid-terhelést. Az elmaradás okai között szerepel a számszerűsíthető célok megfogalmazásának hiánya, az előírások nem kötelező jellege, a megfelelő elemzések hiánya (ráfordítás/hozadék). Hatalmas tenderszerződés
Az előbbi hír jogosultságát bizonyítja egy most kipattant botrány is: az egyik svájci kormányügynökség 27,8 millió euró értékben kötött licencszerződést a Microsofttal. Ráadásul mindezt kiírt tender, vagy tájékoztatás nélkül tette. Az ilyenkor már megszokott módon a helyi FLOSS érdekvédő szervezetek bejelentették tiltakozásukat, és – szintén az ilyenkor már megszokott módon - valószínűleg (egyelőre) már nem tudnak semmit változtatni. eKormányzati Bizottság alakult Svédországban
A svéd kormány e-Bizottságot alakított, amelynek az a feladata, hogy koordinálja az eKormányzati fejlesztéseket az országban. Ennek keretében feladata a svéd kormány Nemzeti Akciótervének végrehajtása, a fejlesztések irányítása, a felhasználóbarát felületek kialakítása, különösen a közszolgáltatások terén. A Bizottság kiemelt feladata a személyes adatok védelmének biztosítása is. A Bizottság a nyílt forráskódú szoftverek használatát támogatja, valamint az ingyenes közszolgáltatások és egyplatformos megoldások kialakítása is feladatai közé tartozik. A svéd kormány és a helyi önkormányzatok egyesülete együttműködik a projektben. Az elmúlt években nem ez az első e-kormányzati program, amely a hozzáférés és a minőség javítását tűzte célul. Eredményei közül a legfontosabb, hogy az elektronikus számla-kibocsátási projekt lezárult, továbbá, hogy az elektronikus közbeszerzés és a határokon átnyúló kereskedelem leegyszerűsödött.

Közbeszerzési nehézségek
Az európai közbeszerzési (jog)szabályok nehezítik a nyílt forráskódú szoftverek terjedését. A legnagyobb problémát a tulajdonosi viszonyok rendezése jelenti. Ha nincs tulajdonos, akkor a nyílt forráskódú szoftverek beszerzése a felelősség és háttér nélküli forgalmazók versengésére szorul vissza. Egy belga szakember szerint az eddigi rendszert kell kibővíteni azzal, hogy közbeszerzések során az elsődleges ajánlat mellett legyen kötelező egy alternatív szoftverjavaslat megtétele is. Több OSS-t a közszférába!

A finn kormány célul tűzte ki, hogy növekedjék a közigazgatásban a nyílt forráskódú szoftverek és a nyílt szabványok használata. A kabinet által kiadott „A nyílt forráskódú szoftverek használata a közigazgatásban” című dokumentum részletes segítséget nyújt a hivatalok (illetékesei) számára az OSS és a dobozos termékek összehasonlításában, valamint a nyílt forráskódú programok közbeszerzésében. A brit kormányzat is új policyt jelentetett meg a témában, melyre azért volt szükség, mert – ahogy az illetékes miniszter elmondta – alaposan megváltozott a technológia, amióta a brit kabinet legutóbb megfogalmazta OSS-szel kapcsolatos állásfoglalását. Portugál panasz

A Portugál Vállalkozások a Nyílt forráskódért Egyesület (ESOP), panaszt nyújtott be a nemzeti versenyhivatalhoz és az Európai Bizottsághoz amiatt, hogy - álláspontjuk szerint - Portugáliában komoly szabálytalanságok tapasztalhatóak az elektronikus közbeszerzés területén. Már önmagában problémás, hogy azok a vállalkozások, amelyek nem Microsoft szoftvereket használnak, nem tudnak indulni az eljárásokon, tekintettel arra, hogy a közbeszerzések kizárólag elektronikus úton nyújthatóak be Portugáliában. A honlap üzemeltetője nyilatkozatában elismerte, hogy a Safari vagy a Mozilla böngészők használata is problémát jelenthet, azonban amíg a hiba kijavításra nem kerül, addig bárkinek rendelkezésére állnak ingyenesen használható PC számítógépek.

e-Közbeszerzési platform Valenciában, a FASTeTEN keretében
Valencia nyilvánosságra hozta a Bizottság által támogatott FASTeTEN projekt keretein belül megvalósulandó e-közbeszerzési platformjának tesztterveit, valamint a beüzemelés tervezett lépéseit. Online közbeszerzés Portugáliában
Közbeszerzési szerződésekre vonatkozó honlapot indított a portugál kormány. A weboldal minden olyan információt tartalmaz, ami az új közbeszerzési törvény szabályai szerint a szerződésekre vonatkozik. A rendszer hozzáférést biztosít az informatikai rendszerhez, amely strukturálja és kezeli azokat az adatokat, amelyek a közbeszerzések során keletkeznek. Ugyancsak elérhető a portugál közbeszerzési értesítő, valamint az ehhez kapcsolódó kormányzati dokumentumok. A rendszer a legkorszerűbb tudásalapú közbeszerzési rendszerét kívánja megvalósítani. A honlapról elérhetőek a vonatkozó jogszabályok is, többek közt az új közbeszerzési törvény is, amely július 30-án lépett hatályba. Az új törvény a közbeszerzések elektronikus úton történő lebonyolítását kötelezővé teszi, valamint különböző azt megelőző eljárásokat. Zöld IT - kormányzati teendők
Naponta olvashatunk cikkeket, melyek a cégek újabb és újabb „zöld” kezdeményezéseiről adnak hírt, leginkább az energiafelhasználás hatékonyabbá tételének témájában. De vajon mi a helyzet az állami szférával, amely maga is hatalmas rendszereket üzemeltet, és amellyel szemben a hatékony működés alapkövetelmény, ráadásul jó megoldásai mintaként szolgálhatnak a privát szférának is? Írásunkban az angol példán keresztül mutatjuk be az információtechnológia környezettudatos használatának néhány kormányzati aspektusát. A brit Cabinet Office a nyár közepén jelentette meg Greening Government ICT (azaz a Zöldebb kormányzati informatika felé) címmel azt a dokumentumot, melyben az angol vezetés céljait ismerteti a kormányzati informatika hatékonyabb és a környezetet kímélőbb használatát illetően. A brit kabinet a világ egyik legnagyobb számítógépes rendszerét üzemelteti (melynek többek között feladata 7,5 millió jármű-felelősségbiztosítás kezelése, vagy 400 millió röntgenfelvétel elektronikus tárolása), mely több százezer közalkalmazottat szolgál ki. A dokumentum leszögezi: a kormányzati információs rendszereknek négy éven belül a környezetet nem terhelő, szénsemleges módon kell működniük. A távlati cél pedig ennél is komolyabb: 2020-ra a központi kormányzat információs rendszereinek az egész életciklusukat tekintve szénsemlegesnek kell lenniük. Ez azért is fontos, mert az IKT-eszközök felelősek a kormányhivatalok kibocsátásának húsz százalékáért – azaz a környezetet terhelő emisszió ezen összetevőjének felszámolása jelentősen csökkentené az összes kibocsátást. Szintén lefektetett előírás a kormányhivatalokkal szemben, hogy 2009 januárjától a közbeszerzéseik során kiemelten kell kezelni az üvegházgázok kibocsátásának mértékét a beszerzendő termék vagy szolgáltatás viszonylatában. A kitűzött cél elérése érdekében a kormányhivatalok számára egy 18 lépéses cselekvési tervet határoztak meg, melyben olyan elemek szerepelnek, mint a munkaidőn kívül automatikusan kikapcsoló asztali PC-k használata, az eszközök újrahasznosítása, ezzel élettartamuk növelése, vagy az adatközpontok auditálása és lehető leghatékonyabb kihasználása. Az ambiciózus cél elérése érdekében új posztot is létrehoznak: a Chief Suistainabilty Officer (CSO) - a Chief Information Officer (CIO) mintájára, aki az információs folyamatokért felelős, és a versenyszférával együttműködve szintén külön feladata a fenntarthatóság kérdésének kiemelt kezelése - az összes, fenntarthatósággal kapcsolatos feladat felelőse lesz. Az IKT-eszközök hatékony használata ugyanakkor nem csak az energiáról szól. A kommunikációs eszközök használata további megtakarításokhoz vezethet a kormányzati működés egyéb feladataiban, elég ha a telekonferenciákra vagy a távmunkára gondolunk, melyek megfelelő használata további megtakarításokhoz vezethet. A környezettudatos munka kommunikálása előbb-utóbb olyan kulturális változást is indukál, mely az energiatakarékos munkaszervezési eljárásokkal kombinálva számos területen megtakarításokat hozhat – nemcsak a közszférában. Az itt elsajátított gyakorlatokat aztán a közszférában dolgozók a saját közösségeik felé is továbbíthatják. Nagy kérdés, hogy vajon sikerül-e megvalósítani ezeket a célkitűzéseket? Az első lépés mindenesetre megtörtént, a szigetország kormánya a világon elsőként írásban deklarálta céljait, kíváncsian várjuk, a gyakorlatba is sikerül-e átültetni az elképzeléseket. Radikális megoldással ”népszerűsítenék” az e-aláírást

Az elektronikus aláírás kötelezővé tételét támogatják a lett miniszterek. A lett közlekedési miniszter Ainars Šlesers, aki az elektronikus hírközlésért és a postai szolgáltatásokért is felel, bejelentette, hogy több közszolgáltatás csak az elektronikus aláírás használói számára lesz elérhető. (Merész elképzelésével több minisztertársa is egyetért) Ennek oka, hogy jelenleg nagyon kevesen használják az e-aláírást. A bevezetés során szóba került, hogy a kötelező elektronikus aláírást először a közintézményeknél vezetik majd be, mint a jogalkotó szerveknél és a minisztériumoknál, illetve az intézményközi együttműködések során. Annak ellenére, hogy számos e-aláírási kártya kibocsátása iránti kérelem érkezett a közintézmények részéről, a közszolgák nem érdeklődnek az alkalmazás iránt. Jelenleg csupán néhány közintézmény - az állami társadalombiztosítási ügynökség, az állampolgári és bevándorlási ügyek hivatala, az elektronikus közbeszerzési ügynökség - kínál szolgáltatást azok számára, akik rendelkeznek ezzel az eszközzel. Az elektronikus aláírás alacsony penetrációjának egyik oka a magas költségigény. A természetes személyek számára egy elektronikus aláíráscsomag több mint 30 euróba kerül, nem számítva az időbélyegző költségét. A cégeknek ennek legalább két-háromszorosát fizetik ki.

Az olasz közbeszerzési ügynökség és a Pénzügyminisztérium 2007 óta ad át díjat a közszféra számára létrehozott elektronikus piactér (MEPA) használói közül azoknak, akik a legjobban kihasználják a platform nyújtotta lehetőségeket. Idén közel 110 pályázó közül választottak győzteseket, akik többek között használhatják a díj logóját, valamint ingyenes e-közbeszerzési képzéseken vehetnek részt. A díjra pályázók szerint a MEPA használata idő- és pénzmegtakarítást jelent a közszféra számára, míg a szállítók ezen felül könnyebben férhetnek hozzá az állami megrendelésekhez.

Elektronikus közbeszerzés az önkormányzatoknak Ausztriában
Nyugati szomszédunkban új aukciós oldal indult az önkormányzatok beszerzéseinek megkönnyítésére, illetve az árak csökkentésére. Az új portál elektronikus licitálást tesz lehetővé, meghagyva azt az opciót, hogy az ajánlat benyújtása után, de még a szerződés aláírása előtt annak feltételei további tárgyalás alapját képezzék – ezt a „hagyományos” eljárás esetében a törvény nem engedélyezi (ott a benyújtás után a legolcsóbb vagy az egyértelműen legjobb opciót kell választani, további alku nélkül). Az átláthatóbb, egyúttal felhasználóbarát rendszer esetében az európai tapasztalatok alapján ez a megoldás 8-12 százalékos költségmegtakarítást is jelenthet.

Újabb próba előtt a FASTeTEN
Sheffield után Valencia városának elektronikus közbeszerzési rendszerén is kipróbálják az európai közös biztonságos e-kormányzati infrastruktúra-projekt (FASTeTEN) keretében fejlesztett platformot. A 2007 januárjában indult, a Bizottság eTen programjának támogatásával futó projekt utolsó fázisaként kerül sor az eredetileg francia fejlesztésben készült FAST (Fully Automated Secured Transactions) elnevezésű alkalmazás beüzemelésére (a FAST célja, hogy intézmények közötti, biztonságos dokumentum-cserét bonyolítson le). A FASTeTEN projekt azt hivatott bizonyítani, hogy az alkalmazás különböző európai környezetekben is használható. Míg Valenciában e-közbeszerzés, addig Sheffieldben oktatási szolgáltatások céljára használják a FAST-ot. A projekt érdekessége, hogy az alkalmazás potenciális további felhasználói (Belgium, Bulgária, Magyarország, Olaszország és Málta) működés közben figyelhetik meg a rendszert.

A Transfer_east elnevezésű uniós projekt lényege, hogy az EU „régebbi” tagállamaiban már bevált e-kormányzati (egészen pontosan eGovernment-to-Business - G2B) projektek módszereit és gyakorlatait bemutassák Csehországban, Szlovákiában, Szlovéniában, Lengyelországban és hazánkban. A kezdeményezések többek között a következő területekhez kacsolódnak: e-közbeszerzés, online adózás, kormányzati kommunikációs eszközök, digitális aláírás. A „transzfer” eredményeit a Prágában áprilisban megrendezésre kerülő 6th Eastern European eGov Days rendezvényen ismertetik.

Skóciában már hivatalos üzembe helyezése előtt 1,3 millió eurós megtakarítást tett lehetővé az elektronikus közbeszerzési rendszer. Bár a Procurement Scotland hivatalos indítására csak március elején került sor, egy tavaly decemberi online hardver-árverésen már használatba vették, és ez az eljárás egy korábbi, hagyományos aukcióhoz képest 1 millió fonttal (kb 1,3 millió euró) gazdaságosabbnak bizonyult.

Horvátországban életbe lépett a közbeszerzési törvény, mely immár teljes összhangban van az EU elektronikus közbeszerzésre vonatkozó direktíváival (2004/17/EC és 2004/18/EC). A horvát közbeszerzési hivatal weboldalára minden olyan információ felkerült, amely a törvénnyel és az új eljárásokkal kapcsolatos. A törvény bevezetésétől az átláthatóság és a jogbiztonság növekedését várják. Cipruson eközben a közbeszerzésért felelős hivatal (Public Procurement Directorate, PPD) részben európai forrásokból új, teljes körű e-közbeszerzési rendszer kifejlesztésén dolgozik. A projekt keretében egy olyan webalapú, integrált rendszert kívánnak létrehozni, mely a közbeszerzési eljárás valamennyi szegmensét (regisztráció, bejelentés, kiírás, tendereztetés, döntés, statisztikai nyomon követés) tartalmazza. A tervek szerint a döntési modul a jövőben egy elektronikus aukciót is lehetővé tevő megoldással bővül majd.
